Cost Allocation: Choose How Each App's Cost is Split ✨

Admins can now choose, per app, how its cost is allocated across departments — no longer locked to splitting by app user.

New allocation strategy options:

• By app user (existing behavior)
• Percentage (set each department's share, totaling 100%)
• Single <Dimension> (e.g. Single Department – Sales)

This feature is available for apps allocated by Expenses or Active contracts value, using the bulk cost allocation wizard.
